2027 shipping rate increases, explained

Carriers raise list rates every January. FedEx's 2027 increase averages 5.9%, but services range from 3.09% to 6.65% and some surcharges rise faster. Here is what changes, how zones and fees add up, and how to estimate your cost.

October 13, 2026

Data as of September 30, 2026. UPS had not announced its 2027 rates at the time of publishing.

If you run shipping for a brand, you're probably losing margin in places that are hard to see. Costs creep up, spend is hard to track, invoices take hours to reconcile, and every time carriers publish new rates, the math starts over.

For 2027, FedEx's average increase is 5.9%, effective January 4 (FedEx). It is the same headline FedEx announced for 2024, 2025, and 2026 rates. What you actually pay depends on the services, weights, zones, and surcharges in your own mix.

This guide is for you. It explains what changes in 2027 and where those changes hit, then gives you a checklist and a calculator to price your forecast before peak season.

At a glance

  • FedEx U.S. package list rates rise 5.9% on average on January 4, 2027 (FedEx).
  • Five of FedEx's seven major services increase more than the average. The spread runs from 3.09% to 6.65% (Supply Chain Dive).
  • Several surcharge increases are higher than the 5.9% average, up to 9.1% (FedEx; change calculated by Soapbox).
  • New fees for paper trade documents and manual airbills start January 18 (Supply Chain Dive).

What is a general rate increase?

A general rate increase (GRI) is a carrier's annual change to its published list rates. The headline figure is an average across services, weights, and zones, so the change on any single shipment can be higher or lower. FedEx's 2027 increase was announced in September 2026 and takes effect on January 4, 2027 (FedEx).

Four years, the same announcement

FedEx's average increase has been 5.9% four years in a row (Supply Chain Dive). A flat rate increase can hide a wider spread underneath, and that spread is where shipping costs move.

If your budget assumed 5.9%, your real number depends on what you ship.

What changes in 2027

FedEx service levels

Five of FedEx's seven major services increase more than the average. Slower service levels see a lower increase: Express Saver rises 3.09%, while 2Day A.M. jumps 6.65%. Ground packages between 1 and 5 lb increase by 6.49%, higher than heavier packages (Supply Chain Dive).

If orders ship faster than customers need, this is where margin leaks first.

Zones

Carriers also price by zone, a measure of how far a package travels from where it ships. Zone-based charges increase in 2027 too. Additional handling, a surcharge triggered by a package's weight, size, or packaging, jumps 6.8% to 7.6% depending on type and zone, higher than the 5.9% average. For a weight-based trigger, that is $49.50 per package in Zone 2 and $63.00 in Zones 7 and up (FedEx; change calculated by Soapbox).

Zone 2Zone 8Ship-from location

Illustrative, contiguous U.S. only. Zones step up as packages travel farther from the ship-from location. Actual zones depend on the carrier's zone chart for each origin and destination.

The farther your customers are from where you ship, the more these charges compound.

Surcharges

Some charges are added per package regardless of zone, and several increases are higher than the 5.9% average.

New paper fees

From January 18, FedEx adds two per-shipment fees for paper-based processes: $25 when trade documents arrive on paper, and $5 for shipments started on a manual paper airbill (Supply Chain Dive).

The cost is set on every order

Service, carton, carrier, and ship-from node are chosen per shipment. The same goes for what you pay; it's calculated per shipment. That makes the 2027 increase an operations problem, and operators can work it.

If you're a brand going into peak season and planning for 2027, here is your checklist to price out your forecasted sales and the shipping costs to support them. Pull the last 90 days of shipments and check each item that applies. The tally shows which of the five levers in the next section to look at first.

AppliesWhat to look forWhat to do, and why it matters
2027: Express Saver rises 3.09%; 2Day A.M. rises 6.65% (Supply Chain Dive).Compare each order's promised delivery date with the service it shipped on. Orders that can arrive later can move to a slower service with a lower increase.
2027: Ground packages from 1 to 5 lb increase 6.49% (Supply Chain Dive).Group your Ground volume by weight. This band increases more than heavier packages in 2027, so better-fitting cartons and a second carrier quote pay off most here.
2027: additional handling rises 6.8% to 7.6% by type and zone (FedEx; change calculated by Soapbox).List the SKUs that trigger these fees. A smaller or better-fitting carton can keep those SKUs out of the fee entirely.
From Jan. 18: $25 per shipment for paper trade documents, $5 for manual airbills (Supply Chain Dive).Ask your shipping team, warehouse, or 3PL whether any shipments still go out with paper documents or handwritten airbills. Switching them to electronic avoids the new fees.
No published 2027 rate change. The cost is team time.Count last quarter's LTL shipments and how many quotes each one took. Quoting in one place saves team time and makes rates easy to compare. The LTL cost check turns those hours into an annual cost.
One contract means one increase you cannot route around.Calculate each carrier's share of spend. With one carrier, you absorb its full increase. A second carrier gives you a choice on every order.

Five levers you control

Five decisions set what you pay, and none of them wait for your carrier renewal. Each lever works by hand. Automation makes it hold on every order, including during peak.

1Service matching

Match the service to the promise, not to habit. If an order can wait, model a slower service before your next renewal.

This quarter, by hand

Tag orders by promised date. Move transit-tolerant orders to the slower service for a two-week test.

Automated with Soapbox

Rules select the service per order based on cost, speed, and delivery requirements.

2Carrier mix

Rate each order across carriers and accounts at your negotiated rates. A second carrier turns one increase into a choice.

This quarter, by hand

Re-rate a sample of last month's orders across a second carrier.

Automated with Soapbox

Parcel services rated and selected automatically at negotiated or account-level rates.

3Carton and dimensions

Pick the carton per order. The right box keeps shipments out of additional handling and dimensional pricing.

This quarter, by hand

List the top 20 SKUs that trigger handling or dimensional fees and test smaller cartons.

Automated with Soapbox

Packaging selected per order alongside the carrier service.

4Ship-from node

Fulfill from the warehouse, 3PL, or store that reaches the customer at the lowest cost, using live inventory. That depends on every node reporting the same stock.

This quarter, by hand

Map last quarter's orders by destination against the node that shipped them.

Automated with Soapbox

Orders routed using live inventory, warehouse availability, and service levels.

5LTL quoting and palletizing

Shop freight rates in one place and build pallets from available stock, instead of chasing quotes by email.

This quarter, by hand

Keep a quote log. Track time spent and rate spread per shipment.

Automated with Soapbox

Broker-leveraged LTL rates shopped, pallets built from available inventory, freight booked and tracked in one system.

Estimate your 2027 cost

Now put numbers to it. Multiply each line of current spend by 1 plus its 2027 increase. For example, $10,000 of Ground 1 to 5 lb spend × 1.0649 = $10,649. Enter your 90-day spend below to see what 2027 does to your shipping costs.

Frequently asked questions

What is a general rate increase (GRI)?

A GRI is a carrier's annual change to its published list rates. The headline figure is an average across services, weights, and zones, so the increase on any one shipment can be higher or lower than the headline.
